Haryana CM Nayab Singh Saini Rejects Revenue Dept’s Proposal To Hike Circle Rates For Property Registration

The Haryana government has rejected the Revenue Department’s proposal to increase the collector rate on land. It is the rate of the property below which the registration of the property cannot be done. It varies from area to area as per the volatility of the market. The Revenue Department wanted to increase the collector rate by 10 to 20 per cent.

Haryana Chief Minister Nayab Singh Saini was not interested in these high rates and has given instructions that the land in the state will be done at the old collector rate only. In Haryana, the revised collector rate is implemented in April. The revised rate was delayed due to the Lok Sabha Elections as per the code of conduct.

After the code of conduct was lifted, proposals for revised collector rates were sent by the districts to the Revenue Department. After the proposed revision by the department, Chief Minister Nayab Singh Saini returned the file and ordered the registration of land at the old rate in all the districts of the state. Former Chief Minister of State, Manohar Lal Khattar had given instructions during his tenure that before increasing the collector rate, the property prices in the districts should be ascertained properly.

This time the revenue department in Haryana had proposed to increase the collector rate by 10 to 20 per cent. The maximum proposals to increase the collector rate came from the districts under NCR. These include Rohtak, Gurugram, Faridabad, Palwal, Bahadurgarh, Sonipat, Karnal and Panipat districts. The district administration here had sent proposals to increase the collector rate by up to 20 per cent.

The collector rate is important for buying and selling the land in the states. Registration fees are charged based on the collector rate. The government fixes collector rate for land in every village, city and district. The registration of the land is not done below the collector rate. The district administration fixes the collector rate for the land of the district only after studying the market of different places and sends its proposal to the revenue department. The collector rate is fixed after the approval of the state government.
